SHELBYVILLE. The Shelbyville Municipal Planning Commission met Thursday, Oct. 22, at 6 p.m. in the Planning & Building Codes Building, 100 N. Cannon Blvd. Six members were present and three were absent. The agenda was approved with no changes. Approval of the Sept. 24 minutes was deferred at staff's request. There was no old business.
The Willows, Phase 2
The only decision item was the final plat for Phase 2 of "The Willows" on Dover Street (Bedford County tax map 079, parcel 095.00). DCC Strategic Realty Partners, LLC is the owner, and Northcutt Surveying Inc. is the representative. The request covers 20 lots on 3.81 acres zoned R-3, Medium Density Residential. Dover Street is a local road that connects to Lane Parkway.
Planning staff said the city had just received the as-built drawings, which are awaiting staff sign-off. Staff said the preliminary plat came through last year, the developer is dedicating a 50-foot right-of-way for a public road, and the plat meets city standards. Staff recommended approval. The commission approved it on a roll call vote with no one voting against.
Online permitting update
Staff said most building permit and planning applications are now on the city's OpenGov online permitting system and people are already using it. Annexation and rezoning applications are being finished, and the planned unit development application, the most complex, is being worked on this week.
Accessory dwelling units
Asked about an accessory dwelling application in the new system, staff said detached accessory dwelling units have been permitted in the city's zoning since about 2016. Staff said the current wording leaves a lot to interpretation, especially what counts as "accessory," and that the city will be updating the regulations on size, location and what is allowed. Staff said an accessory building is meant to be incidental and not bigger than the main house, and that staff is applying that reading now.
Training
A joint training session for city and county planning commission and Board of Zoning Appeals members is set for Monday, Nov. 9, from 5 to 7 p.m. Staff said it will send members a reminder along with their training hours.
The meeting adjourned after about nine minutes.
